ACTIVITY 8 – THE ELABORATION AND IMPLEMENTATION OF AN INSTRUMENT PLAN AND EXPERIENCE CHANGE

3f_jpgThe activity aimed to increase the skills in the field of evaluation of:

  • members of the evaluation units within the Ministry of European Funds, the Ministry of Public Works, Development and Administration, the Ministry of Agriculture and Rural Development,
  • members of the Evaluation Coordination Committees (ECC) at the level of the Partnership Agreement and operational programmes and
  • members of the Functional Working Group for Performance Evaluation (FWGEP).

A total of 20 members of the evaluation units, 100 members of the evaluation coordination committees and 40 members of FWGEP will be trained.

The Evaluation Process - Training for the members of the Evaluation Steering Committees

Conferinte+NationaleDuring the project "Development of the capacity of the evaluation units within the Managing Authorities and ACSI" the members of the Evaluation Coordination Committees at the level of all Operational Programmes participated in a series of three training sessions designed to explain in a unitary way the whole program evaluation process:

Counterfactual Assessment and the Case Study - trainings for the members of the Evaluation Working Group

Conferinte+NationaleBetween October 30 and November 4, 2011, within the project "Development of the evaluation capacity of the evaluation units within the Managing Authorities and ACSI", the training session entitled "Counterfactual impact analysis" held by Dr. Klara Major and Oana Gherghinescu took place.

The participants in this session were the members of the Evaluation Working Group composed of the members of the evaluation units within all the Management Authorities that manage the implementation of the Structural Instruments.

The first 4 days focused on explaining the counterfactual method of impact analysis, and the last day described a series of econometric methods applicable on the programme evaluation level.

Within the same project, the members of the Evaluation Working Group have attended, between 8-10 February 2012, the training called "The Case Study: methodological tool used in evaluating public interventions": Day 1 (RO), Day 2 (RO), Day 3 (RO).

Ateliere de lucru - SeminareBetween 21st-22nd of November, 2011, The European Academy for Taxes, Economies & Law organises in Berlin, Germany a workshop on the topic "Measuring Tools and Evaluation Techniques for EU Funds".

 

The European Commission demands that EU funded strategies and programmes are evaluated rigorously and on a regular basis on both national and regional level. But how does one measure the success of EU Funds? Which evaluation method should be selected? And how does one assess the impact of actions and the economic growths in ones country?

 

This very practical workshop focuses on advanced monitoring and evaluation methodologies, case studies and best practices from different Member States.

 

Amongst the addressed subjects, there will also be:

  • New approaches for evaluation and monitoring
  • Overview on ex-ante, ongoing and ex-post evaluation
  • How to set measurable goals and good quality indicators
  • How to use evaluation for policy making?
  • Counterfactual evaluation
  • Data collection and impact measurement
  • How to prepare an evaluation plan for the new programming period
