Support for the development of evaluation plans for operational programs funded by Cohesion Policy 2021-2027

The Ministry of Investments and European Projects announces the publication of the Guide for Drafting the Evaluation Plans of the 2021-2027 Cohesion Policy in Romania in Romania.

The new EU regulations on Cohesion Policy provide the general framework for conducting the evaluation. Compared to the previous period, 2014-2020, when the methodological approach to evaluation was clearly defined, especially with regard to the impact assessment of the program, now Member States need to define their own methodological approach to program evaluation, benefiting a high degree of freedom in this regard.

In this context, as well as the need for a detailed and independent methodological approach to evaluation, the Guide for Drafting the Evaluation Plans of the 2021-2027 Cohesion Policy in Romania is a key tool to ensure the implementation of a consistent evaluation policy. Thus, this guide is intended to support managing authorities and other actors involved in defining evaluation plans and promoting a coordinated evaluation strategy at local and national level.

The guide provides detailed guidance on planning and conducting assessments, as well as guidance on ensuring compliance with the requirements of existing EU and national regulations, in a timely and effective manner.

The document was developed under the service agreement to improve monitoring and evaluation capacity in the context of EU-funded programs in Romania (2021-2027) signed between the Ministry of Investments and European Projects and the International Bank for Reconstruction and Development.

THE GUIDE "Design and commissioning of counterfactual impact evaluations" HAS BEEN PUBLISHED

On September 22 a.c. an improved version of the guide “Design and commissioning of counterfactual impact evaluations” was presented.

The purpose of the Guide is to assist managing authorities and other stakeholders in planning, designing and conducting counterfactual impact assessments. The guide is particularly relevant for the new programming period to help prepare for future ESF + impact assessments.

The Romanian version will be available in March 2022.

Videoclipuri explicative - lansarea noului centru de competențe pentru evaluarea microeconomică (CC-ME)

In this post are proposed 3 Explanatory animated videos supporting the launch of the new Competence Centre on Microeconomic Evaluation (CC-ME - https://knowledge4policy.ec.europa.eu/microeconomic-evaluation_en),  that contributes to enhance the EU policy process through ex-post causal evaluation and data-driven microeconomic analysis.

This new Competence Centre serves as a focal point of reference for support across a wide range of areas of EU policies, by providing advice on data collection and evaluation design, capacity building for the application of counterfactual methods, micro-econometric analysis and counterfactual impact evaluation.
