The Evaluation Working Group (EWG) is an inter-ministerial working group set up ever since 2006. It is made up of the members of the evaluation units within all Managing Authorities which manage the implementation ofStructural Instruments.
The Evaluation Working Group is chaired by the General Director of the Authority for the Coordination of Structural Instruments (ACSI), and when not available, by the Director of the Evaluation Central Unit within ACSI.
The EWG secretariat is ensured by the Evaluation Central Unit.
Until the present, the activity of the EWG has materialized in to:
- Standards for the Structural Instruments evaluation function
- Structural Instruments Evaluation Model
- General evaluation procedures
- Framework for the elaboration of the annual and multiannual evaluation plans
- 2009 Interim evaluation guidelines
- The framework for the elaboration of terms of references: establishing clear specifications for the required services but also the conditions under which they will be delivered
- Instructions on the elaboration of selection criteria, award criteria, quality control criteria for the evaluation reports
- Trainings in the field of evaluation
Besides all these, one of the most important accomplishments of the EWG is that of having offered a proper framework for experience exchange amongst the members of the evaluation units, for bringing into discussion the news in the field, for ensuring the necessary support in addressing specific issues encountered by the evaluation units during their daily work, thus ensuring a structural instruments evaluation system under constant improvement.
